I mean that you need -p in conjunction with all previous options, e.g. sudo netstat -tlnp | grep 8000
If you're running with -p, but don't see processes, add sudo.
Run netstat with -p to see which process took the port.
Have you used .m.css extension for your files? Only files with extensions marked as injected here: http://docs.ajenti.org/en/latest/dev/resources.html are combined into resources.css.

I suggest that you start with source checkout of Ajenti first (instead of modifying an installed package): http://docs.ajenti.org/en/latest/dev/intro.html
Note the requirement for CoffeeScript and LESS compilers. There's actually a resource build involved, which can be done by running make.
If you want to just quickly customize looks for your deployment, it's better to create a plugin which bundles your JS/CSS.

P.S. if you would like to fully remove "Ajenti" brand from the panel (white-label), you need to hold one of the commercial licenses.
